Doctor Radu Voinea is a Romanian anthropologist. He is an expert on werewolves, and helped the PCs deal with the lycanthropic menace in HowlsInTheNight.
In HairApparent it was found that rather than just studying and tracking werewolves, Voinea was actively looking for ways to tame them and even create more. He was killed by JackProctor in wolf form. The VoineaWolfNotes may tell more once they have been translated.
