Jim Atkins is a petty man. He's a devout, puritanical Christian who loves his job fighting the evils of alcohol during prohibition. He's a personal friend of CommissionerRobson in Providence, and in BlackAndWhite was sent to Unity to lead a renewed crackdown. He starred in several local newspaper interviews and editorials, pushing his no-tolerance message, spouting about morality and the "simple black and white choices to be made".
He even raided 122 in the early days of his campaign, but was unable to find any flaws in Hayes' careful book-keeping. He later hit the White Horse and shut it down temporarily, but was conspicuously easy on the boys at the RochesterClub the same day.
Atkins was found to be heavily addicted to the extra ingredients in the drinks at the RochesterClub; this was used to frame him in photos that ToniDaVinci now holds. Oddly, Atkins has stopped hitting Mob bars quite so hard ever since...
